Deuteronomy 25:7

If the ayash (man / husband) doesn't want to laqach (take / seize) his yabamath (brother's) wife, then his yabamath (brother's) wife shall ilah (go up / offer) up to the shair (gate) to the zaqanayam (elders), and amar (said), “My yabam (husband's) brother maan (refuses) to qawam (rise up) up to his yabam (brother) a sham (name) in Yashar-Al (Israel); he abah (be willing / desire) not perform the duty of a yabam (husband's) brother to me.”
